Who is behind this IP address?

The network announcing the address, its registration at the regional registry including the abuse contact, and its reverse name. For reporting abuse, the abuse contact shown is the one the registry holds for that range.

What this checks

ASN, RIR and reverse DNS

Every routed address belongs to a prefix announced by an autonomous system (AS); the ASN and network name come from a table built daily from the routing table and the registries. The regional registry (RIPE NCC for Europe) holds who the range is registered to and the abuse mailbox for it, read here over RDAP. The reverse name is whatever the network operator set in the reverse zone. None of this says who is using the address right now; that is only known to the operator.
